Subject: Re: Guam cockfighting LawRep Madeliene BordalloHi kin/Thanks for the reply.I understand your concern about Balentia operation. I have discussed the same concern with Philippine breeders and cockpit operators in which we developed the below policies . With the policies, the breeders and cockpit operators/are agreeable in principle to roostersports operation. Our discussion is still subject to the authorities which are also interested in the invention... Our roosterports audiences are not only the cockfighters, Our engineers are preparing electronic ambiance environement to interest the general public, the tourists and the electronic generation. You will agree with me that the currentt cockfighting with knives has never been accepted by tourists even in the PhilipinesThere are 1,700 cockpit in the Philippines and we assure them that we will not compete with them; Roostersport will be operated like Jai ala online and therefore at most roostersport will require only 4 pit all over the Philippines, We have invented two types of humane roosterglove. We will frnachise one prototypes to the cockpits operator for them to hold their own non lethal cockfight elimination which champion shall be used by Roostersport online In essence the Roostersport online will be fighting champion rooster of cockpit vs cockpit or Province vs Provicce, Roosersport will not also compete with the Philippine amara because our operaation is limited,.Ballentia Roostersports "BR" will be regulated to less than a minute per fight. Winning will be by score like basketball with timer. We will not compete with breeder but enhance the breeding industry to earn more profit, How? The BR will provide 2 venues for the breeder to fight their prize rooster. The winnier stays at BR to gain rating like boxing HBO WBc. The Loser can still be fought in the traditional fight because it is still alive. The progeny, eggs, stags pullet of BR champion since shown online in the internet will command escallated world market like winning statllions in Horse Racing. We will be developing World market for the Guam breeders. For Guam operation, I have not discussed anything with Sen Eddie Charfarous . We have option of constructing a mobile cockpit to be travelled to tourists area or fiestas/. I do not want to negotiate with the Guam cockpit owner because everybody is anticipating that Cockfighting with knives on Guam will soon be banned through inititative of the US animal activists,I have some justification in which the Guam Amara cockpit may win an initiative not to be banned but I prefer to discuss them when the time comes.A non lethal cockfight devices nor our Roostersports inventions are not illegal in the US / I will prepare legislative feasibilites for Rep Madeliene Bordallos to justify roosterpsports.Again we have option whenever US approval of roosterport is delayed. We can always operate offshore.in Antiqua Carribean Island or the Phiilippine l Currently Cockightlive one linee is operating from Costa Rica Peru. and the live fight is shown in the US internet on line,The only legal questions on their operation online is the depiction of cruelty. Roostersport is not cruel,Kin lets meet whenever you are readyEddie dela Pena Sr

Subject: RE: Guam cockfighting LawJim and Ed,
I am attaching a copy of the Guam Code Annotated Chapter on Cockfighting. It contains the applicable laws but there are other issues which have to be considered by anyone who is interested in this kind of business.
First of all, the laws call for the appointment of a Board – consisting of three members – who are responsible for the enforcement of the law, development of regulations and procedures, adjudication of all appeals and grievances between cockfighters, and the licensure of referees.
The Board also is responsible for the announcement, receipt, evaluation and award of bids for the three authorized licenses for either amara or ballentia pits. Presently there are three pits that are authorized – although I understand that all of the previous licenses have expired and there have been no new licenses issued because there is no board. The pits are authorized for the North (Dededo or Yigo) Central (Tamuning, Barrigada, Mangilao or Hagatna, and South, Agat, Malesso, Inarajan, Yona. To date, there is only one pit operating – the Dededo pit which is operated by former Senator Eddie Charfauros.
The Governor is authorized to issue temporary permits to the Municipal Planning Council of each village for the village fiestas as a means of raising funds for the village programs. However, this has been convoluted and now these MPCs are operating pits for weeks at a time, not only during the three day fiesta period. This makes it very difficult for legal pits to operate and compete with these village pits. The village pits are now even staging derbies when the original intent of permitting fiesta fights was for open (non-derby) matches.
I attempted to bid on a license at one time – the expiring license for Central Guam – to take over the Sport O Dome of Art Toves when he shut it down but was out bidded by Johnny Reyes who bid $327,000 to my $325,000 for a five year license.
Eddie’s idea of having ballentia fights (not Amara) no knives and non-lethal, may have difficulties getting the present day fighters interested. Some individuals tried to open a ballentia pit in Yigo a while back and there very little interest – the individual fights are long and drawn out and people get bored very quickly.
I hope a copy of the law helps but I would suggest that these investors talk first to the cockfighters to ascertain their feelings and opinions.

I heard the Guam cockfighting law mentioned 2 types:. the banned cockfighting with knives and the chamorro cockfighting called Ballentiy a..non lethal form that will classify Roostersport to legally operate in Guam .
Can your Guam staff provide me with the law , Some investors are interested, As you know I was past president of Guam Filipino community and The fil Chamber of commerce. It will be contacting Filam counter part all over the states and the world to introduce our prospective investment.
James, meet Carmen, my sister and Raff my brother in law, They publish the online Filipino Gazzette in San Jose California .
Raff, Carmen,
I will be developing roostersport website. However if I use the forum of your "Filipino Gazzette"
it will increase your newspaper's readership for a mutual benefit,, Do you agree? How about the Filipino Community and chamber of commerce in San Jose ..pls ask them to join .. we will initially ask them to pledge.. no cash involve. We will form committees which they can chair.
Kuya Eddie dela Pena
The Central Bank of the Philippines, Overseas Authorities .Dole, and even the Philippine Stock Exchange have prepared studies to harness the remittances of $14.7 billions dollars and entice the investment of the 11millions Global Filipinos composed of 4 million Filam US and OFW around the world.. So far stocks ,real estate conglomerate, Expatriate banks proposal have not been successful mainly because the OFW did not understand the concepts. We know the reasons is mistrust.
I was 1advised that my invention fits a model for an online investment package because every filipino already know cockfighting. It should be organized outside the Philippines . If Filam community associations, Filam chamber of commerce initially pledge investment, OFW will follow. A website for the project should be developed/ The project has built in convincing factor since it will be considered in the US congress thru Rep Madeliene Bordallo and submitted to Rep Shelley Bercley of Nevada for inclusion hin her bill to study Internet Gaming by the National Academy of Sciences.
Further, when Pres Bush signed the Anti online Gambling law, gambling companies in the US Stock Exchange lost $6Billions of US bets (ref to internet).., if we can push for roostersport to be online on Guam...on which i may be exempted even from Rep Baily Franks Bill,,,,we can jump start online roostertronic in Guam and anticipate a lot of revenues....ok

Dear Mr. dela Pena,
Thank you for your e-mail message about the practice of cockfighting and certain provisions in U.S. law affecting the trade and transportation of game cocks.
I appreciate you contacting me about this subject and the Congress's consideration of H.R. 2419, the Farm, Nutrition, and Bioenergy Act of 2007. I furthermore appreciate having received your general analysis of several positive and negative aspects associated with cockfighting.
The innovative and new methods outlined in your message intending to make the practice of cockfighting more humane are important considerations. Such methods could help to increase acceptance of cockfighting by the general public and address concerns of the animal welfare community.
I will keep your views and the information you have provided to me in mind as Congress considers the farm bill. I appreciate your insight and I again thank you for your comments.
Sincerely,
/s/
